Biographical Sketch

Joe Luis G. Ortiz earned his Bachelors Degree in Business Administration majoring in Accounting at the Philippines School of Business Administration in 1984 and passed the Philippine CPA licensure examination in 1985. In 2001, he received his Masters in Business Administration with the State University of New York at New Paltz. 

Joe Ortiz has been employed by NLNAC (The Commission) since 1997. As Administrator for Accounting and Information Systems, he is responsible for the design, management, and implementation of Accounting and Information Systems for the Commission. 

Concurrently, Joe Ortiz is also serving the U.S. Army reserve as a Finance Specialist. His over 20 years of service both in active and reserve status has allowed him to have served various positions to include, internal auditor, budget analysts, and operations officer. 

Before working for NLNAC, he was employed for over 7 years with the U.S. Mint, a bureau of the U.S. Treasury, as a systems accountant for the U.S. Mint Headquarters in Washington, DC and as the Assistant Financial Manager at the U.S. Mint manufacturing facility at West Point, New York, in charge for multi-billion precious metal accounts. He has held a number of financial positions both in the public and private industry. 

His awards and commendations include - Army Commendation Medal, 1st Oak Leaf, for exceptional meritorious service while assigned to Internal Affairs Section; the Army Achievement Medal – 2nd Oak Leaf, for exceptional outstanding service as the Division’s Management Control Administrator; Outstanding performance Award, U.S. Mint – 1995, 1996, 1997.
